In a significant stride towards ensuring the welfare of Overseas Filipino Workers (OFWs), a Memorandum of Undertaking (MOU) was signed on the 5th of October 2023. This MOU marked a pivotal moment in the efforts to combat illegal recruitment and promote ethical recruitment for OFWs. The Department of Migrant Workers (DMW) played a central role in this, collaborating with three powerhouse organizations: EC-ANZAEPP (Europe Canada – Australia & New Zealand Association of Employment Providers of the Philippines), JEPPCA (Japan Employment Providers of the Philippines and Consultants’ Association), and PEACME (Philippine Employment Agencies and Associates for Corporate Employers in the Middle East). Together, they form the PRIME Alliance (Professional and Responsible International Migration Engagement).

This journey began in 2016 when the first MOU was signed under the administration of Hans Cacdac. Since then, the Tri-Organization, comprising EC-ANZAEPP, JEPPCA, and PEACME, has tirelessly pursued its mission to fight against illegal recruitment and human trafficking, guiding job seekers through safe migration processes, offering legitimate job opportunities, imparting job interview skills, providing financial literacy programs, and educating about employment programs.

The heads of these organizations, Ms. Mary Cecile Francisco-Claveria (EC-ANZAEPP), Ms. Nora Braganza (JEPPCA), and Mr. Arnold Mamaclay (PEACEME), share a deep commitment to their mission, aimed at ensuring the rightful protection of every migrant worker. They implement activities designed to educate job seekers about migration realities, Overseas Migration Procedures, and Employment requirements.

In the recent MOU signing ceremony, the Department of Migrant Workers officially recognized the Tri-Organizations, now known as PRIME Alliance, as their partners in facilitating safe migration procedures for OFWs in their respective destination countries.The DMW’s commitment under the MOU includes the provision of campaign materials against illegal recruitment, as well as resource speakers from its personnel and officials to address issues of illegal recruitment and trafficking during PRIME Alliance activities. Additionally, the DMW will offer capability-building enhancement training to ensure that the Tri-Organizations/PRIME Alliance stays updated on industry issues, rules, and regulations.

On the other hand, The Tri-Organization will be responsible for enhancing the awareness of prospective OFWs about overseas employment by providing the facts and reality of overseas employment using the DMW-approved module, coordinating with the DMW in disseminating public information against illegal recruitment including the latest Modus Operandi of Illegal recruiters and ways to avoid becoming victims. Provide technical and administrative support during training, providing resource speakers from among their members and organizations, and Assisting the DMW in the materials for the PEOS, especially in Europe, Canada, New Zealand, and Japan.

The signing of this MOU signifies a milestone in the ongoing efforts to develop the overseas employment industry and honors the legacy of late Secretary Toots Ople. For years, the Tri-Organization (EC-ANZAEPP, JEPPCA, and PEACME) has been unwavering in its commitment to the welfare of OFWs, providing assistance and support in various ways.

In a heartfelt message of solidarity, Mr. Arnold Mamaclay, the President of PEACEME and Rensol, emphasized their dedication to the cause: “Tri-Org is always here to help and not to complain. We are your partner in every journey of our OFWs, so they are safe and not exploited by the bad eggs/illegal recruiters. We are your trusted partners. The Heart of our Mission is to guarantee assistance and support to every overseas Filipino worker. We recognize that OFWs are not just economic contributors but also the lifeblood of our nation, our modern-day heroes.”

Indeed, they are true to their mission, as they reach even the most remote areas to provide proper orientation about overseas employment. This serves as an inspiration for other practitioners to join hands in promoting ethical recruitment and collectively making a positive impact on the lives of Filipino migrant workers.

Discussions are commonly technical and topics can range from trending industries, new Japanese laws, positions in demand, and even sharing of client experiences.
